The logic

Any car seat designed for 3 x 70kg adults should easily accommodate 4 x 36kg children.

However, regular single seats are made in lightweight materials, requiring very wide sides to give adequate strength and rigidity, sometimes making it impossible to fit even 3 let alone 4 children in the back of a family car.
